Test Azure Database for PostgreSQL - Flexible Server

We should test out the new Azure Database for PostgreSQL - Flexible Server service to see if it performs better than the current Single Server service.

Task is to set up a 25k Reference Architecture running against an equivalently sized Flexible Server service to see how it performs. As an additional test we should also test out the optional built in PgBouncer functionality.
