Add guidance that Azure Database for PostgreSQL PaaS is unrecommended due to performance issues

Testing has found that Azure Database for PostgreSQL PaaS has significant performance bottlenecks for GitLab along with being unable to support pooling.

Azure themselves are also reportedly going to be replacing this with Azure Database for PostgreSQL - Flexible Server.

As such we should provide clear guidance that this service is unrecommended moving forward.
