Explore new RDS type - Multi-AZ DB cluster

AWS has recently released a new type for RDS databases - Multi-AZ DB cluster.

This new form looks similar to previous RDS setups but it comes with built in Read Replicas in place of a standby replica.

Task is to evaluate this new setup and if it's compatible for GitLab and test accordingly.
