Consider using the confiner tool to automatically quarantine tests that failed repeatedly

Similar to https://gitlab.com/gitlab-org/gitlab/-/merge_requests/78092, we should consider doing that for Rails tests as well. One potential problem is that the `test_report` endpoint has performance issues for the `gitlab-org/gitlab` project: https://gitlab.com/gitlab-org/gitlab/-/issues/337650#note_696132960
