Unit tests for Quarantine Flaky Tests class

A recent update to https://gitlab.com/gitlab-org/gitlab/blob/master/keeps/quarantine_flaky_tests.rb#L37-37 needed the Undercoverage label applied, as it was complaining about low/no unit test coverage.

Investigate if this can be added, and implement.
