Take ownership of the LabKit-python repository

This is a retroactively created issue. I'm just documenting the work in an issue to better report on the work completed thus far.

Outcome

• We have a sensible owner for the labkit-python repository and have a handful of maintainers able to lend their eyes to reviews going forward.
