Investigate potential framework problem for Package e2e taking 13+ minutes

This issue is to investigate a potential framework problem for some Package e2e tests taking 13+ minutes. Context:

Someone should reevaluate decision for 800 second timeout for package tests. Waiting 13 minutes for a test to fail might be a tad too much: https://gitlab.com/gitlab-org/gitlab/-/jobs/11107175547#L1527

yes, something strange is happening there. seems to hang for 13 minutes. When the test passes it usually takes a few seconds at this point. Logs/screenshot would be useful here:
