Write proposal about contract testing and fit into GitLab

This issue is to write a proposal about contract testing, ways we currently use it, and possible ways that it could fit into GitLab.

For contract testing:

  1. Where would we use it?
  2. What would we use it for?

If we were to resume a POC for Pact further:

  1. What steps might be needed?
  2. Recommendations on when and where to use Pact?
