Explore monitoring options for the workflow-to-test mappings

As we work on https://gitlab.com/gitlab-org/quality/quality-engineering/team-tasks/-/issues/2660+ and https://gitlab.com/gitlab-org/quality/quality-engineering/team-tasks/-/issues/2661+, we also need to look into how to keep track of these test mappings. We need several dashboards to assist us with this:

1. Dashboard that contains the current relevant spec's status per environment. This provides a quick glimpse of the current state of the tests as it relates to the workflow
2. Dashboard that contains the historical trend of each of the relevant spec's status. This will give us a good idea of which tests are either unstable or are constantly breaking and will help inform the groups which areas may need attention.
3. Dashboard that tracks the overall amount of time it takes for the persona-based E2E test to complete.
