Investigate a way to delete test users and their `gitlab-qa-2fa-sandbox-group-*` groups on live environments
There are currently tests that create users(example) and then create a group, gitlab-qa-2fa-sandbox-group-*
(example), on live environments. These resources are difficult to delete since the test user is the only one allowed to delete the group since they are the sole owner and the user can't be deleted since they're the sole owner of a group.
This issue is for investigating how we would go about removing these leftover test resources in the delete-test-resources
job as well as Delete failed test resources weekly
and General Test Resource Cleanup
pipelines, on environments where we do not have a gitlab-qa admin user.
