Enforce git changelog trailers in gitlab-qa and pipeline-common projects

We currently have a checklist item in MR template for ensuring a git Changelog: trailer is added to commits however it is often missed. This issue is to enforce adding the Changelog trailer with pre-push hooks using lefthook
