[MVP] Implement CNG environment test pipeline

Context

Create minimal working pipeline that runs tests against CNG deployment

Implementation Plan

• Implement cluster setup and deployment
• Start running full test suite in a scheduled pipeline
• Update tests if necessary

Test stability and runtime is on par with e2e:package-and-test but overall runtime should be smaller if Downstream CNG pipeline build time improvements (#2362 - closed) is successfully finished
