Create non-HA reference architectures for 1-1000 users and 1000 to 2000 users

We have a set of HA reference architectures ranging from 2k up to 50k users.

We should create a set of non-HA scalable reference architectures for smaller setups where HA isn't as big of a concern. As a start we'll aim to do scalable architectures for 1k and 2k respectively.

• 3000 users (existing reference architecture, previously the 2k HA environment)
• 5000 users (existing reference architecture)
• 10000 users (existing reference architecture)
• 25,000 users (existing reference architecture)
• 50,000 users (existing reference architecture)
