Update Ruby base image and pin Alpine version

Same as performance!616 (merged)

Resolving https://gitlab.com/gitlab-org/quality/performance/-/jobs/8842584242#L275 error: linux/limits.h: No such file or directory errors in pipelines caused by Alpine version bump in ruby:3-alpine. Pinning Alpine version as part of the fix as well.
