SiteSpeed: explore adding a wiki page with known issues

Explore where the known web performance issues should be listed. When official rendering performance targets will be codified, we will start raising issues for bad performant pages and will need a place to list them similarly to how we generate known issues list for the GPT https://gitlab.com/gitlab-org/quality/performance/-/wikis/current-test-details#known-issues.
