Explore options to streamline Terraform configuration for GCP

Currently if someone wants to create a new Terraform environment they'll need a new folder and config files for every component. This can be a bit a cumbersome for newcomers.

Task is to explore if this could be made a bit easier and more streamlined, perhaps with a Module. However Terraform is pretty opinionated about this so we may not be able to do much.
