Research: Scope next iteration of reactive triage

Objective

1. Identify complexity for reactive triage MVP to migrate Ruby Processors to configuration based processed
2. Create utilization proxy metrics that may be helpful with scoping out gitlab-org&7486

Challenge

We identified these items during the EP Office Hours which need to be refined and get the complexity evaluated.
