Track end-to-end time to review contributions
The current Review Response SLO is defined as
Review-response SLO = (time when review is provided) - (time MR is assigned to reviewer)
The time a reviewer takes from being tagged to providing the review is certainly an important metric that helps track and coach reviewers. Contributors care more about the time they were waiting for a review, which is measured by this metric:
Review-response SLO = (time when review is provided) - (time MR was marked as ready to review)
An advantage of the latter metric is that in includes more factors contributing to the overall cycle time, including time it takes to triage, find reviewers, and perform the actual review.
