Retry duo before posting comment to make sure the report is complete and has various rules applied

Currently, GitLab Duo responses terminate prematurely intermittently, resulting in incomplete analysis reports.

THis issue is to retry the Duo response and confirm the report is as expected before posting comment and sending metrics to influxdb.
