Incorporate running CPT on forks

Following #108 (comment 2799443178), I uncovered that CPT fails for any MRs that are created from forks mainly for renovate bot related MRs.

We want to track those from performance side as the dependency updates can have an impact on performance.

This issue is to implement this and make CPT to run for MRs created from forks.
