Manage clickhouse users via terraform

Clickhouse has a terraform provider which should be used to manage the databases it's schemas and users and their roles for the observability stack. It would ensure seamless migration between instances and allow db and user access management.

Edit: After reading provider docs, we won't be able to manage actual tables and databases, only users and roles
