Remove influxdb tooling

Previous influxdb based iteration for metrics storage should be removed. That includes:

• instance of influxdb running in kubernetes cluster
• custom formatter in gitlab-org/gitlab/qa
• rake tasks in gitlab-org/gitlab/qa
• separate CI jobs performing data export to influxdb on gitlab-org/gitlab and pipeline-common projects
• influxdb related environment variables (credentials/endpoints)
• entries in 1password

Reasoning for removal:

• Migrating to a common storage solution used across the org
• Inability to keep influxdb up to date due to bitnami charts removing their free docker images from registry
