Identify/Reduce job runner artifacts upload errors

Problem statement

Artifacts upload errors are most probably a big cause of errors (we don't yet have accurate data on those)

Goals

1. Have data to back up this "gut feeling"
2. Discuss with the responsible groups on how we could reduce/prevent those errors
3. Have exact monitoring on how many times this problem happen in merge requests and on the default branch
