Epics are duplicated on subsequent migrations

Every time you import epics they are created, even though they already exist. We already have a check for issues https://gitlab.com/gitlab-org/professional-services-automation/tools/migration/jira2lab/-/blob/main/src/issues_base_class.py?ref_type=heads#L32 it would be good to have a similar check for epics
