Adapt to removal of Starter/Bronze tier
Overview
As a result of pulling Starter/Bronze tier out of the offering (as of Jan 2021, info still to be made public), we should adapt the following:
- features matrix
- runbooks
- tier based logic in the code (

)
Un-official change:
The new GitLab Tiers will be as follows:
* Core/Free –> Free
* Premium/Silver –> Premium
* Ultimate/Gold –> Ultimate
Features available to Starter and Bronze subscribers
Tasks

Update features matrix based on tiers of Features. All Starter/Bronze features have gone to Premium -
Update runbooks and any other mentions of Starter/Bronze tier -
After January 26, 2023 (latest validity of starter/bronze tier) remove any mentions of starter/bronze, as well as core, silver and gold tiers -
Update tier based logic in code to reflect changes, but remain backwards compatible -
Update docs if needed (workflow, runbooks, README, migration metrics, etc.)
