Add Sales Pitch/Deck to Documentation

Purpose

COE Sales Pitch/Deck should exist in the GitLab Handbook and PS Marketing Materials. That should be a source of truth. However, in the mean time we need to have a Sales Pitch/Deck to explain what the COE is, what it brings, and the benefits it has.
