Make page layout consistent across Logs, Metrics and Tracing

• The filter bar should look the same ( grey background, margins etc )
• The page paddings/margins should also be consistent
• content inline with the breadcrumb (adjust the spacing) gitlab-org/gitlab!154412 (comment 1937176405)
• Consider using the PageHeading component on details pages as well
