S01: implement HTTP server and routing
Context
S01 was initially created and implemented as part of the first attempt at the OCI local implementation. We subsequently decided to decouple the work and provide isolated ownership per the development model, so the changes were reverted. S01 now needs to be implemented in isolation as a standalone foundation.
Before implementation
The existing S01 spec was written before the OCI local attempt. It should be reviewed and updated if necessary to reflect the current state of the codebase and any lessons learned from the first implementation before a plan MR is opened.
Scope
Full delivery of the S01 spec: server lifecycle (startup, graceful shutdown), LabKit v2 integration (app.App, app.Component, httpserver), middleware chain, router setup, health endpoints, error envelope, and configuration loading from proto schema.
