Creating sub-groups under ops-section

The Package team has been inquiring about creating a new private group with a friendlier handle under the Ops Section. The team would prefer a handle like package vs package-combined-team.

It does not appear we have privileges to create a sub-group under Ops, so we are opening this issue for further discussion/ investigation.
