What does this MR do?
This MR is a proposed fix for https://gitlab.com/gitlab-org/gitlab-ce/issues/54348 there was a subsection that used anchor hashes to jump direction to sections, the markdown was not working. Proposal to keep the ## heading titles working was to add a simple <a name="abcd"></a> as described https://stackoverflow.com/questions/6695439/how-to-link-to-a-named-anchor-in-multimarkdown
