Added the `pseudonymizer` settings

This MR adds the Pseudonymizer configuration to the omnibus package.

This is a new feature that is needed for the Meltano Gitlab Extractor, that will fetch data from the GitLab.com instance.

The pseudonymizer will output granular, pseudo-anonymized data from the GitLab.com database, then upload these on object storage.
