Move call to pg-upgrade until after the migrations have been run

Ian Baum requested to merge 2130-undefined-method-unique_ips_limit_enabled-after-update-to-9-0 into master

Right now its being called with some pending migrations. If the migrations succeed, but something else fails then the revert is to a version of the data without the migrations applied.
