Update the postgres_exporter version for GitLab Omnibus Installations

Summary

Currently the version of postgres_exporter bundled with GitLab Omnibus is v0.5.1 however as of the time of writing this the current version is v0.8.0. This feature proposal is to include a newer version of postgres_exporter to enable extra functionalities that the newer versions cater for. Of note is v0.6.0 which enables support for SCRAM authentication.

Proposal

Update the postgres_exporter version that is bundled within GitLab Omnibus.

@twk3 It appears that postgres_exporter has update to 0.8.0 since 13.? Can you kindly confirm and update the issue status accordingly. Thanks !

FYI https://gitlab.com/gitlab-org/omnibus-gitlab/-/blob/master/files/gitlab-cookbooks/monitoring/templates/postgres-queries.yaml.erb still calls out some workaround as need due to this issue.
