sidekiq-cluster not restarted when git_data_dirs change

As seen in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/5870, it looks like changing the git_data_dirs change did not restart sidekiq-cluster. When I tested it locally, it did restart Sidekiq:

Recipe: gitlab::mailroom
  * service[mailroom] action restart
    - restart service service[mailroom]
Recipe: gitlab::unicorn
  * service[unicorn] action restart
    - restart service service[unicorn]
Recipe: gitlab::sidekiq
  * service[sidekiq] action restart
    - restart service service[sidekiq]
Recipe: gitlab::gitlab-rails
  * execute[clear the gitlab-rails cache] action run
    - execute /opt/gitlab/bin/gitlab-rake cache:clear
Recipe: gitaly::enable
  * service[gitaly] action restart
    - restart service service[gitaly]
