Not all nginx files install
Summary
I have been seeing the "Whoops, GitLab is taking too much time to respond." 502 error after a fresh install. After doing some digging it appears to be the result of missing files that should be present at installation.
Please note that I've torn down and rebuilt my systems a few times over the last few days, have followed multiple lines of inquiry on gitlab forums, stackoverflow, and other sources trying to get this to work, and so far nothing seems to get gitlab to play nicely with CentOS6.9. The 502 error was a result of the most successful attempt so far.

What is the current bug behavior?
Directories and files are not being installed with the Omnibus install scripts.
What is the expected correct behavior?
- Browse to the hostname and login <-- Following this step should not return a 502 error.

- Single node installation
- Resources
- CPU: 2 Cores
- Memory total: 2GB

The default gitlab.rb script was used.
