Notify user that they need to do a restart on services that only reload
Services such as Postgresql and Consul have different types of configuration. Some of them only require a service load but some of them require a full service restart. Due to the nature of these services, we can't restart them automatically during reconfigure. Doing so would cause downtime.
We opted to note down in the documentation when you need to restart and when not. Of course, this is less than ideal because it is easy to forget this especially when trying to fix a crucial service. Our reconfigure output is not helping with this as there is usually a line saying that we reloaded the service.
I wonder whether it is possible to inform the user better of this fact. With the work being done in !2025 (merged) , I can envision a situation where we can make sure that these services also print out a notification at the end saying that you most likely need to do a full restart of the service.
