Create a Sidekiq only container and Helm chart

As part of #2420 (closed), we are creating service specific containers to increase the flexibility and scalability of GitLab when used in cloud native deployments. As part of this effort, we should split out Sidekiq into its own container and update the accompanying Helm chart.
