Create AWS CloudFormation template

As part of the Quick start guide for AWS (https://gitlab.com/gitlab-org/gitlab-ce/issues/29199), we need a CloudFormation template in place. In particular:

• Create a CloudFormation template for a new VPC
• Create a CloudFormation template for an existing VPC
