This adds an additional step in the `Ubuntu-16.04-staging` to trigger
the takeoff pipeline on ops.gitlab.net so that staging deploys are
immediately triggered when this job complete.

This step will only run if `TAKEOFF_TRIGGER_TOKEN` is defined as a
secret CICD var.

* Add check for latest tag and gitlab-ee package.
