Custom Grafana configuration lost after upgrade to 13.0
### Summary All custom Grafana configuration (connectors, dashboards) is lost after updating GitLab to 13.0 ### Steps to reproduce * Have a valid `/var/opt/gitlab/grafana` directory containing several custom dashboards in `data/grafana.db` using the GitLab Docker container on Gitlab 13.0.0. * Restart the container (executing a `gitlab-ctl reconfigure`) * Grafana now creates `data.bak.DATESTAMP` and creates an empty `data` directory containing a clean installation ### Example Project N/A ### What is the current *bug* behavior? Grafana creates a clean install ### What is the expected *correct* behavior? Grafana keeps my previous configuration ### Relevant logs and/or screenshots I haven't found relevant logs.
