Update PG runtime conf before restarting

Robert Marshall requested to merge 6619-update-postgres-runtime-conf-during-pg13-ha-upgrades into master

What does this MR do?

Copy the runtime.conf created by Patroni to the Postgres data directory before trying to restart it, or else Postgres will try to restart with the run configuration and fail.
