Add `web.listen-address` to Prometheus flags

Add web.listen-address to Prometheus server and node_exporter flags.

Marin can you please review? We found an issue where we didn't catch all areas we needed to in order to restrict the listen address to localhost.

Looks good to me but the specs are red. @bjk-gitlab Could you fix the specs?
