Add UBT integration for alertmanager

As part of Universal Build Toolchain roll-out, add integration for alertmanager into Omnibus builds. Initial scope is to cover Amd64 non-FIPS builds. Support for AmazonLinux 2 and SLES 12.5 are out of scope.
