Spike: Identify tasks required to make consolidated SELinux policy the default

Overview

We consolidated SELinux policy with Consolidate SELinux policy into one module (!7295 - merged) • Robert Marshall • 16.10, but we have not made that consolidated policy the default.

Context

We added a configuration option to allow users to select the new unified SELinux policy. We intended to make it the default, but that work was not recorded thus it did not happen.

Deliverables

• Identify whether this change would be considered a "breaking change".
• At minimum, create tasks for:
  • Announce the change publicly and clearly.
  • Implement the change.
  • Additional tasks as identified in the course of the spike.
