Alert with link to Registration show up when following links to internal/private projects

Summary

Since GitLab 18.5 (maybe also in previous versions, noted currently with latest version), when you follow a link to an internal/private project and you have no active session, you land on the sign_in page. That's fine, but now an alert will show up including a button/link to registration side (sign_up).

Since we have disabled sign up in our on-prem instance, this may be misleading for users.

Related to this, why is the sign-up page accessible at all if sign-up is disabled?

Steps to reproduce

Open a link to an not public project in a browser without active session

What is the current bug behavior?

Leads to registration, but sign up is disabled

What is the expected correct behavior?

Should not lead to registration
