Workhorse: Allow to configure adopt_cf_ray_header

In workhorse: Add AdoptCfRayHeader configuration o... (gitlab!204855 - merged) a new workhorse config adopt_cf_ray_header was introduced. The setting will be exposed to chart deployments in gitlab-org/charts/gitlab!4535 (merged).

Omnibus should expose the same setting.
