Expose circuit breaker values in workhorse config

In gitlab-org/charts/gitlab!4487 (merged) we expose the circuit breaker configuration in GitLab chart. We should expose the same feature in the workhorse config managed by Omnibus: https://gitlab.com/gitlab-org/omnibus-gitlab/-/blob/master/files/gitlab-cookbooks/gitlab/templates/default/workhorse-config.toml.erb
