Ship fast-stats with gitlabsos

As @lkorbasiewicz said in Slack:

I have many Customers that love fast-stats after I showed it to them only once, I think that shipping it as part of the product and documenting would be very valuable, especially for all of the performance related tickets in restricted environments. I used it yesterday on an emergency where Customer downloaded the binary to GitLab, rotated the logs, ran fast-stats against the freshly collected gitaly/current and identified the problematic project right away.
