Extract all nginx related code to own cookbook
Nginx is a shared component that is used by multiple components - GitLab Rails, Pages, Mattermost, Registry, and KAS. Currently most of the nginx related code resides within the gitlab cookbook. For modularity, we need to take it out to its own cookbook.
