Utility support for container registry metadata database commands

Context

Once your self-managed GitLab instance is running, you can use gitlab-ctl to run specific admin commands, such as running offline garbage collection for the container registry.

Problem to solve

As we rollout the next-generation container registry, we will need to add a list of commands used to interact with the metadata database.
